If the government made all public colleges and universities tuition-free, would private schools become cheaper?

I want to see if extending the logic of ObamaCare to postsecondary education would cause the same thing.

In other words, if the government fully paid for your tuition to go to a public university or college (say UCLA or UT Austin), would the tuition rates at Harvard and Duke drop to become more affordable, too?

I live in Australia and I want to go to Harvard once I graduate from high school.
I’ve heard that foreign students have to fill out the same application as American students, but we have extra qualifications that we have to meet. What is the neccessary qualifications I will need? And how many foreign students does Harvard accept each year?
